Testing Initiative Problem

When I start Portal 2, Everything is fine, just as it should be, but when i open the PeTI and click build map, it just freezes and repeats a sound continuously. Before it did that, I WAS able to get into the builder, but it would let me play them. I really want to be able to do this. Please help!

*NOTE: Already tried validating game cache. Every time it says 1 file failed and then it downloads it, and when i try it again it does the same thing

**NOTE: I have tried restarting my computer. Didn't help.

***NOTE: Just in case you're wondering, yes my graphics card can support portal 2
