Are you running full screen or in a window?

On windows 7, they force vsync when you run windowed games on Aero. If you are running full screen this won't be an issue but in windowed mode you either have to live with vsync or disable Aero.

VSync will keep your framerate from going over your monitor refresh rate (usually 60 for LCD monitors).

Being that it's a fresh system install you probably forgot to tweak your settings in nvdia controll panel. Make sure you have these options as listed here :

Anisoprofic filtering - OFF
Anitialising(everything) - OFF
Quality/Performance - QUALITY
Vsync - OFF
Triple Buffering - OFF

Also, the transition from xp to 7 is a horrible one , especially as a counter strike player. You WILL encounter various problems CS-related . The majority of them however can be resolved with the help of google , and a few days of research. Good luck to you , and make sure you tell all your friends that play cs not to make the same mistake as you. XP > all (says the Windows 7 user).

I had the same issue, it was a driver issue with my nvidia card. Try reverting to an older version of your video driver and you should be able to get back to what you had in XP

Does this happen if you use -window -noborder in your startup options? I use those commands for faster alt-tabbing. net graph reports normal fps (capped at 301) but still...

Yes. Running -window will also have vsync if you use a display Theme with Aero enabled.

To disable Aero you can choose a "Basic" theme in
Control Panel\Appearance and Personalization\Personalization

Note that this changes the appearance of the OS pretty significantly.

Or simply try running fullscreen to see if your performance improves.

If your performance is the same in fullscreen then this isn't your issue. It's just one of the changes microsoft made in Vista that isn't obvious so I thought I would mention it.
