i've had this problem multiple times before, i would constantly get flushed packets while trying to play, not saying this will fix your problem but for me this worked:

i ran steam.exe and tfc.exe on high priority, you can change its running state in the process manager

making sure its in administrative mode probably wouldn't hurt either,

I found it quite annoying that I had to run the game like this just to play it but sure enough it fixed my lagged problems
