Ep2: Bad resolution & can't play on 120hz display

So, what's up with this?

I have the resolution set to 1920x1080, yet it's clearly taking something like an 800x600 image and scaling it up. Looks absolutely horrible?

Also: In order for this game to even be PLAYABLE, I have to change my 120hz LCDs to 60hz. The game appears to use framestepping for its timing, meaning that it updates exactly once per frame using constant steps, and while being targeted for 60hz, it will run much faster at higher framerates -- literally, running twice as fast as it should on a 120hz display. Sonic CD also had this problem. How has nobody at sonicteam/sega caught these glaring issues?
