Anno 1404, Poor souls quest from Hildegard

The quest "Poor souls" from Hildegard requires Noblemen Civilization level, Alliance formed, Metropolis reached and
At least 100 Beggars.
And I need at least 1500 Beggars living in Alms Houses to complete the quest.

Normally, if I build a metropolis in occident which requires 3500 noblemen, I should have more than 1500 beggars in city, in case I do not reject any of them.

Will Hildegard offer the quest if I build a metropolis in occident, form alliance with her and most important, have more than 1500 beggars in city?

I received this quest after I booted out the beggars from my city.
Before booting them out, I had too many beggars and as a result wouldn't receive the quest.
