Is Level 20 the highest the game goes to? I keep adding XP Points but the level does not increase

Did you get to level 20 before a week ago? Have you tried getting aerocaches since then and not had any save?

Yes, I reached Level 20 sometime last week, since then, the level has not changed, but the XP points have accumulated. The Areocache of the day quit saving on log out.

Here's another bit of info. I created a New profile and started from scratch. None of the Aercaches save.

I finally received an email from Microsoft this afternoon saying the did not have an estimate on when it would be fixed.

Yes, Level 20 is the highest at the moment. XP greater than 500K.
