From my experience I've noticed that Valve normally start releasing things at 6pm GMT. Sometimes things are released later than that though.

In a formspring question, Edmund said it would launch around 12 noon. He lives in California, so that would make 20:00 (8pm) GMT0.

It's currently 03:20 in Cali.
