HldsUpdateTool problem

I'm trying to create a server since the owner of the group that was going to host the server quit.
I've downloaded and installed HldsUpdateTool, but whenever I go to launch it, it shows a wall of text and closes. It closes so quickly that I don't have time to read it.
Please help.

You have to launch it from a command-prompt. If you shift+right-click on the folder, the context menu will have an entry for opening a command prompt at that location.

Didn't work. I just got the normal right-click menu.
