No "Common" Folder?

It seems that I don't have a common folder in my steamapps folder. Right now I am trying to toy around in the elder scrolls construction kit, but I cannot save due to not having steamapps\common. Any info? Currently only have TF2 And skyrim installed.

[EDIT]*

It seems the steam I downloaded and installed on my windows7 OS was accessing my games from Windows Old..
Easy fix. Weird though...

TF2, and other Valve games, are not installed to the Common folder. They are installed to ...steamapps/USERNAME/

good question. I don't have a username folder either under steamapps. Only folder I have in steamapps is sourcemods. I can play games just fine.
