FNV Failed to verify file

I bout FNV on release date, and gave up because the game was unplayable since I didn't have a PC at the time, and had to settle for the xbox version. Now I am reliving all the grief with trying to get my new pc version to work. Dogs show up as glowing red and white markers. I'm assuming this is because of the 1 file it keeps failing to verify, but I can't get steam to replace it. I've uninstalled and reinstalled twice, ran as administrator, and I tried deleting the .blob files. Keep getting the same problem. I figured after this long I could enjoy the fallout experience without anguish, but really its just getting ridiculous.

I would be very grateful if someone could help me solve this problem.
