Gmail with two-factor authentication is pretty damn secure, and probably the most oft recommended web based client.

That is just one of the Windows Live (formerly known as Hotmail) servers. It is pretty secure, but not nearly as secure as using a client with some additional authentication (as that requires your input from a separate device).

If it's been hijacked twice, you need to look at your own personal computer's security and your habits when it comes to browsing the web or downloading things.
Internet security is only as strong as you the user allow it to be. If you use the same password for everything you've already given a potential villain a way in. |

Any reputable email supplier is good for security. Regarding steam...
1) Steam nor any of their affiliates will ever ask for your email password. 2) Keep any internet passwords (gaming, forums, emails, banking) all unique and don't disclose them to anyone (if you're liable to ignore this please PM me your bank account details )3) Enable steamguard, it's a great security measure. As snapjak said any email provider that offers additional seurity (eg sending an SMS to confirm account access is valid) is good. Now bearing in mind I said earlier reputable email provider what have you done to research sn123w.snt123.mail.live.com?

A pop based email is the most secure. If your email was hacked it was likely because of your security, most likely your issue.

Unfortunately, POP3/IMAP is no more secure than a web based account (in fact the argument for web based being more secure is there HTTPS). If his/her system has been compromised (whether via personal precautions/computer/phishing or social engineering) then it is down to them to figure out how and to plug the leak.
