Treasure Maps broken?

Has anyone else run across a treasure map that will not do anything when you send a fleet to where the X is shown?

I found my first one and it shows the X as being on the big island at the very far north (where all the snow is). The island is the one with the little curly Q on the north end which is actually beyond where you are allowed to send your fleet. The X is located on the south edge of the island, but no matter where I send my fleet up and down that section of the coast, nothing happens.

Am I doing something wrong? I know beyond doubt that this is the correct location, or is anyone else having the same problem?

Are you sure you have the right spot? it is your first map as you say, and the islands can look similar.
