Scorch Shot CAN crit.(Nah, I'm wrong, but here are some facts about the total damage)

But only if the same flare hits the same person twice, I.E after it bounces.

Not a lot of damage, but if you combine that with the first hit+After burn+The second hit it can be a lot.

Just something worth noting.

EDIT:
Okay, so it appears I'm wrong. It does normal damage. I guess I used it against a scout with the Blaster.

However,

If you combine the after burn, which is about 60 damage total, with 20 ticks of 3 damage, along the first hit, PLUS the second hit, the total amount of damage is about 90.

So the damage with one flare is reasonable implying you land both hits and the afterburn isn't put out.

For both bounces? How often do people get hit by the initial shot and the bouncing explosion afterwards?

Well think about it. If what he says is true, this means the initial hit(15)+The crit hit(45)= a total of 60 dmg+ whatever after burn is left is quite a bit indeed.

Yep, it's true, though incredibly unlikely. The awkward arc this weapon has makes it almost impossible to ever rely on the crit damage.
