Exclamation Error -138: broken in-game web browser

For the past 2 weeks now, i have been getting an error whenever i try to use the steam in-game web browser. i am unable to use the in-game web browser in any way, shape or form. becuse of this, i cannot do in-game transactions, or trade with people on TF2. this error has come and gone before. does anyone have any information that can help me?

Fixing Error 138

Hey godswill, I had the same problem for ages and finally managed to fix it on my computer. For me, it was an issue with my firewall. I had made sure it was set up to allow full access to steam, but there was a seperate program called "gameoverlayui.exe" with a steam logo that was being blocked. I gave that one full access and now there is no problem.

This was with McAfee firewall.
