Are you 100% certain?

I bought Arma 2 Combined Operations on Amazon digital store for $14.99, and it's in the Steam list but the Activation Key didn't work for Steam.

only certain games unlock on steam there's an official list on steam support or you can usually just look on amazon's software requirements and it'll say "steam"

Don't know why... Digital downloads should be the convenient solution to distribute games to world wide purchasing power and to counter piracy.

Possibly the US-government is sponsoring and subsidizing games in land to keep the public distracted from political reality (wild guess)

Don't know, but I just bought it off Amazon and activated it on Steam.
