Scanning for steam licenses update?

What is this? I bought Ys and when I clicked install my games a popup window from steam appeared saying scanning for steam licenses updates.

*EDIT* I got it to go away by restarting steam, but what is it? I've never seen that popup before.

Seems like it happens sometimes when you buy something and the system gets overwhelemed.

It's benign from what little I can tell.

Okay thanks for that. It's the first time in 5 years I've seen it and I got worried my payment didn't go through or something worse. Would like to know what it means though, I left it sitting for over 30 minutes and it never stopped or went away till I cancelled it.

Cursory look through Google seems to indicate that it correlates with a user purchasing or installing a game and then it pops up. Generally its resolved with a Steam restart or deleting the clientregistry.blob. I'd suspect that what happens is that you buy the game, it attempts to update the blob file with the new game purchase/install information and it fails or gets corrupted. That's why a reboot/delete fixes the issue.

Note this is my 20 second totally hypotetical pulling answers out of my nether region half-baked analysis. Take it for what it's worth, which is almost nothing

I just bought "Crysis 2 Maximum Edition" and hit install. This message popped up, so I googled this thread. I solved it just by clicking "cancel" and hit the install button again. This time it worked - without restarting Steam. Maybe I was just too fast with the install button after the purchase.

Or you can just sit and wait patiently for the 1 minute that it takes to check everything...

By that do you mean 8 hours and still no prevail? I waited here for 8 hours. Didn't work. Gave up. Game isn't even in my Steam library so I just wasted money. >:C

the whole registry thing didn't help me neither did restarting /logging out/

I fixed it by just canceling and clicking it again. I DO know this thread is from 2012.
