Steam Cloud Support and Saved Game Files?

What is Steam Cloud good for? I assumed that it keeps your saved games linked to your account so you have them no matter what computer you play on. I reinstalled windows a while back and thought my saved game would still be there but it wasn't. Borderlands is full of hacks and cheaters who customize their game files while I want to have a 100% legit experience and it kinda ticks me off to lose so many levels and multiple playthroughs in such a stupid way. I thought that was what Steam Cloud was used for.
