Hotspot also worked for me. It's the official mod program they are now using and hope to have available for Torchlight2. You don't need .net 3.5 for Windows XP, just install .net 4 for Windows 7 and such.

All of the mods I tried installing worked except for the better quest rewards. There were 3 versions of that mod and I found a different version (newer and more balanced) that worked.

HotSpot's got an even better version on the way, one that won't require the .NET frameworks and will eventually be available on the Mac as well.
