Species goes from Civ to Tribal for some reason

Ok so i returned to this one planet that had the species in Civ, but when i returned they were now in tribal, is this supposed to happen?

Another bug that Maxis won't fix- Mainly because EA ruined the game, and they don't want anything to do with it anymore.
