Texturing
If I give the floor a texture it's starting to ping on and off

Might be overlapping brushes.
What you describe sounds like two brushe surfaces overlapping. If any parts of the surface of two brushes lie in the same plane, the source engine will try to render both, and this results in a "flickering" or "strobing" of the surface. Check for other nearby brushes that might be overlapping with the floor brush.

How can you see the two brushes?

He means you have two brushes that occupy the same space, one of them has a texture and the other doesn't. Just delete one of them.
