Wallpaper/Flooring/Carpet and such.

I'm having a problem with the decorations. I have them purchased but when I go to the storefront to change things and click on the decorations nothing happens (it makes the noise like its accepted). I can move the counters though, just nothing else. Anyone know what is going on?

Do you actually have the required merchant level to use them?

My merchant level is 13 so I should be able to use a few of them I believe.
