Steam is Nonfunctional; Cannot Uninstall; Game Have Numerous Issue

For the past few days, I've been having a lot of problems with Steam. For some reason, all of my games have some sort of issue. Some games suffer severe lag a few mintues in, making them unplayable. Doom and Doom II don't even load; they just get to the title screen and stay there. I tried deleting Steam to reinstall it, but I get some message about some app having access to a .blob file and even though I shut off all other apps, I still can't proceed. So now I'm stuck and all these games I've purchased are useless. Also, I know nothing about computers. Updating drivers, checking the BIOS... I have no idea what those things are or how to do any of that. What should I do? This is really aggravating.

By the way, I'm using Windows 7, if it matters.

You should not be deleting programs. They need to be uninstalled. You got that error because part of Steam was still in memory when you tried to delete it. Restart your computer, download and reinstall Steam into the same folder. I am hoping you did not delete all your games or it will take a long time to re-download them.

So just install it even though it's already installed?

And no, I haven't deleted any games.

UPDATE: I tried doing that. I've had this for the past hour:

It just stays there. So am I correct to assume that there's nothing that can be done at this point and all my games are useless and money wasted?

I don't know. I can't see your pic because I don't use Facebook. Steam can always be fixed. Your computer and you though might need additional work. Put that photo up where I can view it.

Really? So I shouldn't be complaining that the game I bought don't work anymore for no reason and I should just be like, "Eh, it was only a couple hundred dollars, no biggie." Seriously, that's your response? Okay, grow up. I can tell you don't care because your computer is working fine. I shouldn't have expected any help from other users. But it's not like the Valve staff cares because I already gave them my money.
