creating a server

I was trying to create my own server I was wondering how you make it public.
I downloaded l4d2 dedicated server started that and tried "mm_dedicated_force_servers <server ip>" and launching it as a steam group.
Both of these would not allow public players to join.
I left the server up all day when i was at work and checked the console when I get back and no one joined it.
And even when I have a full house in the lobby everyone else gets autokicked during the loading screen.

You need to configure your router, need to be a internal route to work..
Like port forwarding.

To use mm_dedicated_force_servers, you must create a lobby and put on best dedicated, then when you start the game they will try to search for your server ip, you must put the external ip to work..

The IP that shows up on the dedicated server and the modem are different. (I don't have a router)

Maybe you modem has a router too..
whats his model?

Here at home, show both ips on dedicated, internal ip and external ip

In the "mm_dedicated_force_servers" command, are you sure you're using an external IP address for the server, and not an internal IP address for your LAN?

sounds like your ports need forwarding , a server by default is public but only if your firewall / router allows people to connect

Is there a setting my firewall I can change to allow people to connect I did some messing around with the server again and was able to determine it is indeed public. Just no one can (will) join.

Besides the windows firewall, you modem maybe it is a router too..
Whats your modem name and model?

if you're serious about hosting your server, get with a gsp... even fibre doesn't offer enough sustained bandwidth to host your own server lag-free.
