well, depends on your connection. But most connections nowadays can probably handle the following:
rate 50000 (can be put even higher if you like)
cl_cmdrate 66
cl_updaterate 66

and then there's your cl_interp ofc. That depends more on the server, but some good standard values are:
0.033 (good for hitscan)
0.02 (good all-around)
0.0152 (good for projectile classes)

Try with some different values.

But rates dont really make that much difference unless they're extremely high or low. Your best bet is that it's something else, but if it's really ONLY "competitive" servers (I guess you mean lobbies or?), it could suggest that it was really just you being unlucky to play on bad servers.

Thank you, I will definately try when I get home tomorrow.

And yes it's ONLY on competetive servers, I got there from TF2Lobby. It cannot have been the server, because noone else had problems.
