Submerged Kills on Flamethrower

I recently put a submerged kills strange part on my rainblower, and I was wondering if it is possible to get the counter to rank up. Does it track enemies that you have killed while they were underwater, or only if both of you are underwater, or just you?

Reflect projectiles into underwater enemies.

you can also skim the top of the water and it still damages, but no afterburn.

Perhaps if they kill themselves via console and you get "finished off" credit?

Well, I just killed a sniper from afterburn while completely underwater, so I'm not sure if afterburn kills count.
Either that, or the enemy has to be underwater too.
