Running a Lag Free Server

I'm getting very confused on doing this. Does any one mind helping me out?

I'm running a dedicated server on 5776 download speed and 355 up.

I'm running the server at 10 slots with HLBooster. I've decided to disable HLBooster since a friend recommended me to change the rates on my server instead. I'd like to be able to hold to to 11-14 people instead of only 10.

Can anybody do the calculations for the rates for me? I'd really appreciate it.
