[Bug] Community Overlay/Score List

When I had the community overlay bound to "Shift+Tab" it would pull up the score list before showing the overlay, and then when I closed the overlay the score list would be stuck open until I press tab a few times.

fix this, as well as being able to quick-switch while scoreboard is up.

This problem is still in the final release.
