What is downtime specifically?

I mean, are we talking can't get achievements? Can't load up games? Can't use the special weapons? None of the above? All of the above?

I personally would like to see this on the Steam front page (storepage), as I did not notice this until the downtime. Other then that, I rejoice for communication.

I'm still getting a message telling me that I could not connect to the STEAM network. Either STEAM network is not running, or internet connection is down. Please check your internet connection and try again.

Ok I'm on my internet connection so it's not down.
I've deleted my clientregistry.blob file. STEAM connect and reinstalls to the point of login then I get that message. I've also uninstalled STEAM and reinstalled and get the same message.

Are some of the servers still down? Other people are able to connect with no problem.

How long is the downtime though?

Steam is up now, it lasted for about 1/2 an hour like Mike said.
