The official Epic Games forums - http://forums.epicgames.com has a subsection for most every game for help with troubleshooting and technology.

In UT3's case this forum is - http://forums.epicgames.com/forumdisplay.php?f=342
UT2k4 - http://forums.epicgames.com/forumdisplay.php?f=258

As far as I know Epic also keeps an eye out over there, so it is most likely the best place to get help on your issues with UT 3 (I do not believe UT2k4 is supported anymore).

BeyondUnreal offers a huge knowledge base of information for all unreal games. There is also a very organized downloads section for all the unreal games at http://beyondunreal.com/

#UT3Pugs is a great place to find competitive games and players for pick up games a.k.a pugs. http://www.ut3pugs.com/ They also have a steam community page. http://steamcommunity.com/groups/ut3pugs

I recommend checking both sites out and signing up for the forums.
