AVP Steam service component/DX11

Allright. I initially had this problem once i installed AVP. I forgot how i solved the problem, unfortunately...

But this is how it came back. I basically got tired of playing the game in DX9, so i always wondered why it has a black screen on start up when choosing to run in the first, regular option.

Someone suggested verifying game integrity cache, so i did that. And sure enough, 1 file was missing. It got redownloaded, and of course...Now my old problem is back. The game won't even launch. It says "completing installation" ...Steam service component must be installed, blah blah, blah...

I'm pretty sure that file that was redownloaded is the problem. I just don't remember what it is. I remember solving the problem initially by deleting something. I wish i could remember what it was.

What is causing this steam service component error? And why can i only run the game in DX9 mode? (When it's working...)
