Highlightable Object? and UI Message?

To make a flooded hallway, where the player uses a valve to rid the water to be able to proceed.

Goal A:
To make a sewer valve that the player can interact with.

1) How do you make something highlightable? (marked as an interactable object - like a generator or an alarm)?

2) Would this work?: create simple geometry with the block tool, make it either a func_button, or a func_rot_button, and somehow make it highlightable?

Goal B):
To create a UI Message (An on-screen message indicating where and what the player's goal is. ("turn on generator/shut off alarm/etc")

I basically want to make a highlighted handle for players to press, and a message saying "Release the valve to lower the water")

1) How do you make a UI message like in this example? Ie. the player's goal is shown on screen. (Ex. "Deactivate the ride to stop...")
