Have you tested your connection? I was having some internet issues recently and found that using this tool helped me isolate the problem. Try using that and ping an IP and see if you get any loss.

That is what I thought at first, too, when I was having this issue. Net_graph was perfectly fine, 0% loss, 0% choke, no ping spikes, nothing. At first I just assumed it couldn't be my connection.

Turns out, though, that doing a ping test with 100 millisecond intervals showed me a significant amount of packet loss, but it still wasn't showing up in net_graph because the loss was too sporadic. I was able to pinpoint my packet loss to one node in the route from my home computer to other websites and called my ISP to have them actually fix the issue. (It had taken about a month of them telling me "there's nothing we can do, it's not your internet" for me to figure out what the actual problem was. Once I contacted them with more detailed information they were able to fix it.)

Do you think using wireshark may help him diagnose his problem?

no, best way to catch "freezing" in game.
if this do not related internet connection.

start game in windows mode.
open task manager.
open "detail tab"
sort by "CPU tab"
start playing, while you have freezing, lock what the program on top in this moment or second after csgo.
you will have answer.

gl.

it doesn't look like a performance probem. It seems to be a display problem. Maybe a graphics card driver bug with G-Sync or Freesync.
An other think could be tearing.

Try to reduce max fps to 200, 190 or lower.
