From what I remember of previous TES games, you could be a Vampire and a werewolf or wereboar at the same time, but apparently not now. Also, if you had Hircine's ring you could become a werewolf at will, so if you woke up in a crypt as a vampire and also had the ring, you were a vampire with the choice of being a werewolf at will.
