Slow down screen scroll speed?

Any way to do this? I've been through all the option settings and read the manual, but have no luck.

Using the arrows or the mouse to scroll, the screen jumps way too fast and overshoots all the time. Only way I'm able to work around it is using the mini-map.

Any assistance would be appreciated on this - thanks!
