Download started notification

There is a download/update complete notification, so why can't i be informed when a download has started?

If i'm full screen in-game and Steam starts a download for an update to a game, i'd like to be informed, i don't want to find out a number of hours later after i have exited the game i was playing.

Unless they just changed it, Steam doesn't download..in fact it pauses existing downloads as well if you're playing a game from the Steam platform.
