The real question to ask is "what bugs doesn't it have."

SR2 PC is considered by many to be the absolute worst port in the history of pc gaming. The stickied FAQ might be enlightening as to some of the huge problems you will likely encounter:

For a smoother (mostly) bug free experience then PS3 is the way to go. The PC version does have mods though if that's your thing and you want to fight through trying to get it working right.

Whatever you do though, play it. It's an amazing game.

I agree. It was worth playing through the game with the bugs. It is a very large game. (Larger than SR3). Great Story. I never finished all the side missions, and there are a lot of them. Just could not handle the bugs anymore. But I wanted to finish the story.

Worth getting the PC version if you see it on sale. Around $3.50.

Did you not create these mods yourself? The game always ran fine for me up until I upgraded to a more modern setup and your mods saved the day, previously the game always ran fine. The game itself is amazing and its a shame it didn't get the love it deserved.

Yep, that's me. I always feel weird trying to push them on people though so I try and just state the facts and let people choose for themselves.

Well, I'm still running XP....

Am I out of luck if I want to play this game at all? I have....

Driving issues (too fast, instant cornering.)
Driving lag
Running and walking are sped up

I am finding it practically unplayable. I installed the car handling mod and it helped a little, but some cars are still impossible to control, and it didn't help the lag.

I read that it can't be fixed for PC. Should I just ask steam for a refund and then go get the ps3 version?

I had this with Win7 as well. It's just a bad port.

what's bad about the PC port?

I don't think anythings wrong with it. It runs perfectly on my PC, sure there is no dlc, but it is far from as bad as you people say it. And lets not forget you can install mods like Gentlemen of the Row.
