What do these console commands mean?

I've seen these somewhere but what do these mean?
And when to use it?

These are net settings. Entire guides have been written to tweaking them, but the general rule is: "If it isn't broke, don't fix it." They look identical to what chris' highframes config calls "Good Connection", so it should be alright.

Fps_max is an FPS cap you can set to keep your maximum FPS at a stable amount. 0 makes it uncapped. Again, if your game runs just fine without it, you don't need to care about it.

Not sure. This kind of issue sounds more like an FPS issue to me, actually. Can you enable net_graph 1 (shows your fps, ping, and a couple of other connection related things) and report how it behaves when the lag happens?
Also, can you post your specs?

Notice the sudden peak change in the graph.

Processor: Intel(R) Core(TM) i3-2120 CPU @ 3.30GHz (4 CPUs), ~3.3GHz
