Exclamation Error to launch CSS DS

Hi!! I'm new user, thanks for this big work... so.. I made a search about this problem and can't find something about it.

I followed this guide to create my own dedicated server, but when I finish and try to launch it, I got this message:

When I click OK next appear this:

Then, nothing.

I search for that .dll and the file already exist on system and server folder.... I've updated game CSS (no beta) and steam cuz I downloaded them yesterday.

My system, win 7 ultimate (updated), dx 11.0 updated, video nvidia gforce GTX260, 4gbram, amd Phenom II X4 810 2.60Ghz. Internet 2MB Bandwith.

HLDSupdateTool is dead. This prehistoric thread needs to be deleted, or archived, but certainly prevented from appearing on search engines.

The first post says nothing about depreciation and can lead users to waste a considerable amount of time.
