Civ 5 1280x720 Issue

Alright, I've done my fair share of running around and looking for the answer to my problem. I'm now resorting to a forum post, hoping for aid from the community.

I'm using a wide-screen monitor with a resolution of 1280x720.
This monitor does not support 1024x768.

As a side note, my graphics card is an ATI Radeon 7770.
My drivers for my graphics card and DirectX have all been updated.

When running this game, it seems to force itself into a windowed 1280x720 resolution. That would be fine, however it cuts off part of the game in order to show the window. In the attempt to change it to full screen, only two options for 1024x768 appear. Both of which I cannot use.

I've attempted to manually edit the configuration files, both DirectX 9 and DirectX 11. It seems that the game loves to ignore what I put in, overriding it with a windowed 1280x720. I've tinkered with manually setting it to various resolutions, full screen and windowed. Every attempt has been a failure. I've also tinkered with the FSResID variable, setting it to various values which all ended in failure.

On another support forum, someone had a fix for a resolution problem. It wasn't for my exact resolution, but I've decided to give it a whirl. I right-clicked the executable, went into compatibility mode, and applied the 'Disable display scaling on high DPI settings'. That also did not work.

I've tested playing this game on an old CRT I have lying around, and it seemed to work fine on full screen, using 1024x768 (a native resolution for that monitor).

So, with all that said, I'm trying to get this game to run on my wide-screen monitor. My only working option is a windowed 1280x720, which cuts off part of the screen. My other two are full screen 1024x768, which both do not work.

How can I get this to work?

The minimum requirement for civ5 is 1024x768. No idea why it's not posted on the steam page.
