I think I found it.
When u write "status" command on console do u have there secure or non-secure server in most cases servers with non-secure are non-steam.

Or you can just create a filter for your server browser to only show Secure servers. These are guaranteed (for the most part) to be cheater free.

i hope someone can help!! i just bought a new pc, and it has 2 gig ram and 5.0 ghz proccesor and 256 mb in graphic card so thats no problem.. but when i start the game, i freezes in like 6-10 seconds.. and i am not able to do anything! is it because i installed it on my last pc? and then again? and is that the reason why it dont work ? Please help me ! someone..

I highly doubt your CPU is 5GHz. But make sure you update your video drivers, OS and if that fails, uninstall/reinstall.

After reading the link about NetCode I wonder: Where is the big movement of CS:S-players, requesting server owners to set their rates accordingly?

I think last year there were some posts here made by the guy who wrote that article. I don't remember his nick, tho.
Also, I made this thread, for information purposes.

I've posted in some other forums and contacted some server admins as well. Some responded positively, especially some league admins, but sadly the majority of public server admins are just not mature enough to even consider trying something else or hearing arguments. (Especially after they themselves started complaining in game about my client rate setting being too high.. :/)
So it's a slow process and for most people 30k "just works", so they don't see an urgent reason to change.
I'd also like for Valve to step in and make an official statement about optimal settings, not just for rate and choke but for the netcode in general.

I can second that request:
I also think the next CS:S Update (if it comes) should include the rate settings in the Options Menu in-game, clientside settings as well as server-side (those only when creating a listen/dedicated server of course).

CS:S creating server problem

Whenever I try to create server, CS:S closes and another window pops out saying that hl2.exe has stopped working. How can i fix this?

also...

I just want to play with bots, is there a way to make it a custom game and not appear in the server list, where i can play alone with bots?

Ok, But i have a question, i have purchased Cs:s in steam powered If i change of computer or ip, or cs has erased how i get css again...?

download steam on new comp and login then u can download css in my games section
