Odd Misting Effect that Happens to Bright Objects

Can anyone please help me figure out what I need to do to stop this odd misting effect from happening? It seems to happen when I play games that are bright, or have a lot of bright objects. As you can see, I had to use my phone to record my screen to replicate the effect. It does not happen when I use my Steam Link on my TV. It only occurs on my Alienware M17X Laptop screen. I'm beginning to think it's the screen, but the screen was built for these games, and works fine, so I was thinking maybe there is a setting somewhere that will fix this issue. Either way, any help would be greatly appreciated.

I have a NVIDIA GEFORCE GTX TITAN X graphics card installed.
Intel i7
Windows 10 - 64 bit

Well, you can find out if your toaster is dying if you connect a monitor/tv to it...

Otherwise, probably a quick call to DELL should fix the issue?

If any other monitor / tv work, then it's the screen, very simple.
