Make Bill's hat, the medal, the halo, and the gibus impossible to trade.

They could be made "Bind on pickup (like items in WoW)" so that they can never be traded. These are exclusive items given for ONLY special circumstances and are used to differentiate from hordes of ubiquitous common hats which anyone can "earn" just by leaving their comp on 24/7. Also this would stop the harassment of players who have Bill's hat/the halo (at this point it is nearly impossible to join a server without being asked at least 10 times to trade).

Also it should be impossible to delete hats and you should be given an unlimited amount of inventory space for them.

Other players could've gotten Halos as well, if they didn't cheat. It's a reward for players that rose above the immense pressure to cheat/were honest.

Can be different for those in US timezone, pings etc, in europe what i saw you could see maybe ONE perso with gibus on game, and dominating one person like that does not happen on snap of fingers, especially if he was good.

I did get it though, and "gave" it to bunch of friends (THAT way it was easy yes...)

First of all the program is hardy equivalent to achievement_idle, it is a third party program and "spoofs" players being in-game (this is clearly outlined in the steam subscribers agreement). Valve could've decided to VAC ban each and every idler (only 4.5% of tf2's players idled) without even an afterthought. However they were exceptionally generous and merely decided to take away your illegitimate hats. The problem is not the idling itself (Gabe Newell said the same thing on his twitter), but the way in which it was done.

In the first few hours of the update maybe. I played later that night and got it after 15 minutes of semi-normal play.

4.5% hmm?

data averaged from times of the idler:
~30000 active players per day
~10000 max were in the idle program

1/3 = 4.5%?

Valve counted...
everyone who ever installed tf2, whether or not they played/bought it. (free weekend ft(halo))
people who joined within a week of their blog post on the idler (why can't i taunt with sapper? ft(halo))
people who stopped playing after the sniper/spy but b4 the idler (stupid drop system, i quit! ft(halo))
BIG ONE, people who were VAC Banned before the idler(wallhacks and aimbot ft(halo))


Why didn't Valve tell Drunken f00l anything when he specifically asked about his idle program and its legality?
