No refund??

i bought a game i knew i would hate (fallout3) just to see if steam support would give me a refund i now find out refunds arent accepted and am stuck with the game...
will this refund policy change any soon because im seriously considering quitting steam after this...

No, the stupidest thing is that he did this test with a $50 game instead of a $2 game ...
