You are better off contacting the IT department of that college

Public wifi? You mean your college call its own wireless network "public wifi"?

I work for a college and we have something very similar.
In public areas there is what we refer to as public wireless. (XXX_Public)
It allows students to access the Internet.
It is isolated from The staff and support wireless network which have access to college resources.
Students can't connect their computers to the schools internal networks.
What would you propose they call it?

I'm not at that particular school but access to Steam Download servers is likely restricted on the public wireless network because when new titles and updates are released it brings Internet access to its knees.
High-speed Internet connections aren't cheap and need to be available for operations of the college as well as provide a "service" to students and residents.
