What can a person do with your Steam ID?

Can they do anything dangerous like steal your account?

Just wondering.

Nope. All they can do is stalk you on source games, that if they're smart.
The worst thing that could happen is that they know your username and got enough lack of life that they spend days bruteforcing your account.

He can gift you a game.

On a side note, if the gifted game stays unpaid, whose account will be temporary disabled? The buyer's or the receiver's?

Opinion and experience is divided on that: Some say only access to the gifted game is restricted, others say the receivers account is disabled. I'm fairly sure the givers account is disabled in both cases.

But regardless of that, that's what you get for not listening to mommy telling you not to accept sweets from strangers.

Steam ID is suppose to mask your IP is it not yeah? So only the server owner (or who ever) can see it, not just anyone?

If he has an eternity to do that, every three tries an account gets disabled for 15 minutes. If it happens to often, it gets disabled semi-permanently until the situation is cleared.

Bruteforcing doesn't work in Steam.

SteamID is not the same as the IP. And everyone can see yor IP aswell as your SteamID.
