Downloaded Fallout 3 now showing install screen?

I just purchased Fallout 3 Game of the Year Edition last night and after downloading the game I went to play it but a launcher screen comes up asking for the game to be installed. I clicked on the install button but it says it requires the cd/dvd in order to be installed. The only other things on that launcher is a tech support button and something else but no play button. I already tried deleting and reinstalling the game through steam FOUR times now. I also tried to verify the game files.
Please, I would appreciate some help here.

I have fixed this. If anyone has this problem try uninstalling the steam software, reinstalling it, then redownloading the game.
