Do I need Tiberium Wars for Kane's Wrath to work? I see no sign that says Kane's Wrath is an expansion that needs Tiberium Wars. I just want Kane's Wrath

There is. There is even a walkthrough on the page on how to make it work in Windows XP/Vista.
