Cs lagging/ bad recoil and isnt smooth

Well, i play cs 1.6 on steam for like 1 year now, i have a good internet, good pc, and i play with no programs open and im having problems like that when i play:
-Lag when i jump and duck
-Have a really bad problem with recoil.
-Lag when i see the enemy
- I take much longer when i spray all the bullets.
- Etc.

I neeed help with the commands or whatever i should use to fix my lag / latency / fps / ping. (Idk which one is which one

My problem is like the thread: CS isn't smooth, by phantomkrz.

Either your internet connection is really bad or you have the incorrect rates

Make sure your graphics card, the v-sync is forced off.
Now in console type:

fps_max 101
rate 25000
cl_updaterate 101
cl_cmdrate 101

what u mean by: Make sure your graphics card, the v-sync is forced off.

And how do i do that?

anything else i could do?

It is in XP,but i did it in W7 without problems

Suggesting that the statements of other people, if invented client.dll is a problem it can if it will be basic and not changed by our use of the will which he should be starting will be better and so I did when I added client.dll in cstrike / cl_dlls read-only My recoil has improved a hundred percentage

Instructions

Delete the file in the folder cstrike / cl_dlls named client.dll
Enable Counter strike after turning off the file will be re-created
Go in the cstrike / cl_dlls and there client.dll file
Right click properties and select read-only
Enjoy great recoil

I have the same lags on router d-link now i changed it and i havent any ping
