how to give a Steam game a friend?

i have a game on Steam and i dont want it anymore.
how can I give it to a friend?

There is no phone number to call.
However you can create support ticket at http://support.steampowered.com

But as said above, you have 0% chance.
The games are tied to your account forever (unless account gets disabled or something).

In all seriousness though, sadly this is not a feature of the Steam platform.
