Does Source SDK come with Portal?

I got the free version of Portal (http://store.steampowered.com/freeportal/), and I cannot find the Source SDK in my tools section. Does the Source SDK come with Portal?

Nope, you only get access to the SDK if you actually purchase a source engine game. The free Portal offer doesn't count
